IPL Revises Over-Rate Penalties: No More Captain Suspensions

The Indian Premier League (IPL) 2025 will no longer enforce one-match suspensions for captains after three over-rate offences in a season. Instead, aligning its code of conduct with the International Cricket Council (ICC) regulations. the IPL Governing Council has introduced a demerit points system.

Key Changes to Over-Rate Penalties

Previously, captains who committed three over-rate violations in a single IPL season faced automatic suspension for one match. From IPL 2025 onwards, the consequences will be:

  • No suspensions for captains due to over-rate violations.
  • Fines and in-game field restrictions will be imposed instead.
  • Demerit points will be introduced, affecting both players and
  • team officials.

However, penalties issued before IPL 2025 will still be enforced. This means Hardik Pandya will miss Mumbai Indians’ opening match against Chennai Super Kings on March 23, but this rule will not apply moving forward. Introduction of Demerit Points System

The IPL’s new demerit points system is designed to ensure discipline while removing harsh penalties like automatic suspensions. Under this system:

  • Any fine imposed by the match referee will add demerit points to the player’s or official’s record.
  • A 25% match fee fine will result in one demerit point.
  • Demerit points will remain on record for 36 months.
  • Upon accumulation of a certain number of demerit points, players or officials may face suspension.

This change aligns the IPL’s disciplinary framework with the ICC’s global regulations to maintain consistency.

Appeal Process and Fees

Players, team officials, or franchises penalized under Level 2 or Level 3 offences will have the right to appeal before the BCCI ombudsman. However, appealing comes with strict conditions:

  • A non-refundable fee of INR 90 lakh (USD 104,000 approx.) is required to initiate an appeal.
  • The fee will only be refunded if the appeal is successful.

This rule change will significantly impact team strategies and captaincy decisions. In the past, over-rate suspensions affected key matches, as seen last season when Hardik Pandya and Rishabh Pant faced suspensions due to slow over rates.
